৭টি মূল legal step: trade licence, RJSC registration, TIN-BIN-VAT, bank account, NID verification, audit setup, office lease। এগুলো না হলে তেন্ডার বিড করার অধিকার নেই।
- Trade Licence — City Corporation / Municipality / Union Parishad থেকে। Class অনুযায়ী fee BDT ৫০০-৫,০০০।
- RJSC Registration — proprietorship হলে direct, partnership / company হলে Articles of Association সহ। ১৫-৩০ দিন সময়।
- TIN Certificate — National Board of Revenue থেকে। Online application করা যায়।
- BIN Certificate— VAT registration যদি applicable হয় (turnover > BDT ৩০ লাখ)।
- Bank account — scheduled bank-এ current account। Initial deposit BDT ১০,০০০-৫০,০০০ minimum।
- NID verification — authorised signatory-র NID-এর copy ready রাখুন।
- Office address — registered office address। Lease agreement বা ownership proof।

Phase 2: e-GP setup (item ৮–১৪)

৭টি e-GP step: registration application, documents collect, authorised signatory verify, OTP setup, password create, verification wait, first login।
- e-GP registration application — eprocure.gov.bd-তে। ১৪-document checklist follow করুন।
- Document scans prepare— PDF format, 200 DPI, file size < 1MB।
- Bank Solvency Certificate — current, ৩-month-er within। Bank থেকে BDT ২০০-৫০০।
- Audit Reports collect — গত ৩ fiscal year-এর। Newer firm হলে CPTU-তে exemption-এর জন্য contact।
- Income Tax acknowledgement — গত ৩ বছরের return-receipt।
- Authorised signatory photo — passport- size, JPEG ≤ 100KB, 300×400 px।
- OTP verification + password setup — authorised signatory-র phone হাতে রাখুন।
CPTU verification সম্পন্ন হতে ৫-১০ working day। Email-এ user ID আসবে format BD-XXXXXXXXX-এ। Public Procurement Rules 2008

Phase 3: First tender prep (item ১৫–২১)

৭টি step প্রথম bid-এর জন্য: tender pick, ITB read, eligibility verify, BOQ fill, technical proposal write, BG arrange, bid submit।
- প্রথম tender pick করুন — আপনার work category অনুযায়ী, তবে অনুরূপ অংকের (BDT ৫-১৫ লাখ-এর মধ্যে practice tender)।
- ITB Section 3 (Eligibility) carefully read করুন — minimum turnover, similar-experience, equipment list।
- Eligibility verify করুন — আপনার firm সব criteria match করছে কিনা।
- BOQ fill করুন — formula-driven, প্রতি page signed, footnote read।
- Technical proposal লিখুন — Form Tech-1 থেকে Tech-9 (works tender)।
- Bank Guarantee arrange করুন — bid security (২%)। Validity = bid validity + ২৮ দিন।
- Bid submission deadline-এর ২-৪ ঘণ্টা আগে submit করুন — system overload buffer।
PRO-USER CLAUSE
প্রথম tender-এ tight deadline-এ থাকবেন না। Tender notice publication থেকে submission deadline পর্যন্ত অন্তত ২ সপ্তাহ থাকা চাই। Less time-এর tender practice round-এ skip করুন।

Realistic timeline — কত সময় লাগবে

Phase 1 (legal setup): ২-৪ মাস। Phase 2 (e-GP setup): ২-৩ সপ্তাহ। Phase 3 (first tender): ২-৪ সপ্তাহ। Total: ৩-৬ মাস scratch থেকে first bid পর্যন্ত।
Realistically, a brand-new contractor goes from zero to submitting their first e-GP bid in 3-6 months. The breakdown:
- Phase 1 (Legal setup): 2-4 months. RJSC takes the longest if you’re forming a limited company. Trade licence + TIN can be parallel.
- Phase 2 (e-GP setup): 2-3 weeks. Documents are mostly collected from Phase 1. CPTU verification 5-10 working days.
- Phase 3 (First tender prep): 2-4 weeks from picking the tender to submission. Don’t rush this — first bids deserve careful preparation.
যারা already established firm-এ থাকেন (employee হিসেবে অভিজ্ঞ কিন্তু firm নতুন), Phase 1 hopefully already complete। তাই timeline ২-৪ সপ্তাহে compress হতে পারে।
