PPR 2008 Rule 27Evaluation Criteria
Rule 27 mandates that all evaluation criteria — both technical and financial — must be clearly stated in the tender documents at the time of issuance, and must not be modified after bid submission. Criteria fall into two categories: pass/fail responsiveness criteria (such as completeness of mandatory documents, valid bid security, and minimum eligibility thresholds) and merit-point criteria (used in two-envelope evaluation, weighted between technical and financial scores). The procuring entity may not introduce new criteria during evaluation, and any deviation from the published criteria is grounds for bid challenge under Rule 57. The evaluation committee must document its findings in a comparative statement that maps each bid against each criterion.
